    Transportation essentials for Asian elephants : technical manual

    Transportation of both captive and wild elephants is a necessity For a variety of management reasons. However, unplanned and poorly executed transportation can cause enormous stress to the elephants, jeopardize their safety and compromise their well-being. Such operations can also pose considerable risks to the Frontline staff, elephant handlers, veterinarians and other support personnel involved. In order to minimize risks to both elephants and the personnel involved, meticulous planning and consideration of a number of critical points are essential. Proper justification of the need to transport elephants is crucial. Equally critical is the need to evaluate availability of trained manpower with adequate experience and other essential resources to safely transport elephants. Although elephant transportation is not uncommon, precautionary measures to be considered and best practices to be Followed to minimize the risks to both the elephants and the personnel involved are not readily accessible For the field managers. The Frontline managers at the helm of the operations are often handicapped when such ready references are not available. Acknowledging this lacuna. this document aims at aiding managers dealing with captive and wild elephants to be better prepared to safely transport elephants. The document IS intended For veterinarians, wildlife biologists, and field officers working in the field. It details the preparatory essentials For elephant transportation, aspects of loading and restraining elephants, safety considerations, vehicle preparation For the travel and veterinary considerations. Considering that there are Rapid Response Teams IRRTs) at most conflict-prone Forest jurisdictions, this manual hopes to aid the RRT to be prepared to handle elephants during conflict situations.

    Long-term perspective plan: mitigating human-elephant conflict in Rajaji Landscape, Uttarakhand

    1. The Rajaji Landscape comprising of the Rajaji Tiger Reserve, and the adjoining Forest Divisions of Dehradun, Haridwar and Lansdowne in the state of Uttarakhand (henceforth, The Rajaji landscape) supports a population of about 550 elephants (Elephas maximus) as estimated by the Uttarakhand Forest Department during 201 5. Thus, the Raj aji landscape holds nearly 31% of the elephant population occurring in Uttarakhand. 2. The elephant population in Uttarakhand including that of the Rajaji landscape has been relatively stable and even witnessed marginal growth. However, with growing human population and associated impacts on elephant habitats such as increased resource demands and rapid expansion of physical infrastructure, there has been an increase in the human-elephant conflict (henceforth, HEC). Early detection of the problem and addressing its root causes would be an important conflict resolution strategy. 3. As part of the preemptive conflict management strategy in the Rajaji in landscape, a perspective plan has been envisaged. The overarching objective of the perspective plan is to synthesize available information on the existing HEC in the Rajaji landscape, draw broad inferences on the trends and patterns, and deliberate on different approaches that are appropriate for mitigating HEC. As HEC mitigation strategies are both short- and long -term, the perspective plan is drafted for a reasonably long period of 10 years spanning 2023 to 2033 . 4. The drafting of the perspective plan did not involve any primary background research. However, the plan was prepared using information available in the literature; existing data on elephant movement, home range and conflict collected as part of the WII -UKFD collaborative project (Nigam et al. 2022), and data obtained from the Project Elephant. Further to this, extensive field visits were carried out to corroborate on the important findings obtained from other studies. Furthermore, the plan also draws heavily on other policy documents as elaborated in the report. 5. As elucidated by the first steering committee report of the Project Elephant (Gajatame, 1993), conservation and management of elephants in the Rajaji landscape calls for harboring "viable elephant populations" Perspective Plan to Manage Human-Elephant Conflict in Raja); Landscape (2023 - 2033) in "viable elephant habitats". Often, human-elephant conflict and elephant habitat conditions are intricately linked. In areas where elephant habitat quality is optimal, intensity of human-elephant conflict in the landscape would be comparatively low. Considering this, the perspective plan places emphasis on improving habitat conditions for elephants. 6. It has been observed that owing to adequate protection and voluntary relocation of Van Gujjars from the National Park areas, it is certain that habitat quality from wild life point of view had improved in select areas within Rajaji National Park. However, the highly productive critical ecotone habitats (located in the eco-tone of Bhabar and Terai tracts) in Shyampur and Chidiyapur Forest Ranges of Haridwar Forest Division have suffered major habitat degradation owing to Gujjar settlement in the area and corresponding resource extraction pressures. 7. While the forest cover did not change much in Rajaji Landscape during the period 1985 to 2022, the land-use outside forests have changed substantially. The urban built-up area in particular has mushroomed all around with long-term implications for elephant movement, dispersal and HEC management as well. Unlike in rural areas, Managing HEC in urban areas is far more challenging due to crowd factor. The potential of invoking provisions of Ecologically Sensitive Zone area under Environmental Protection Act, 1986 to disallow urban expansion close to forest boundary need to be explored. 8. Critical corridors like the Chilla - Motichur remained non-functional for a long period. This had resulted in isolation of elephant populations on either side of river Ganga with long-term effects on dispersal, migration and demography of elephants. Nevertheless, huge efforts were invested by the Uttarakhand Forest Department due to which the Chilla - Motichur corridor has been mostly restored. The other critical corridors like the Motichur - Gohri corridor along the Song River would require renewed focus so that this vital corridor can be recovered on time. The Rajaji landscape had also lost a corridor that connected Ramgarh range of the National Park with the Lacchiwala range of the Dehradun Forest Division across Susua river near Dudhli. This was lost largely due to lack of focus as the corridor was not recognized. 9. In the Rajaji Landscape, the natural grasslands along the river Ganga had either been lost (due to human occupation) or degraded. While it would be impossible to recover the once expansive and productive 2 Perspective Plan to Manage Human- elephant Conflict in Rajaji Landscape (2023 - 2033) grasslands along Ganga, it certainly is critical to restore Chilla, Kunaon, and Dassowala grasslands for elephants. Riverine grasslands were important dry-season habitats for elephants in the past. Recovering critical grasslands and restoring their quality would enhance the inherent carrying capacity of Rajaji Landscape to support elephants. Addressing human-elephant conflict in Rajaji Landscape would also be dependent on recovering and restoring habitat in Shyampur and Chidiyapur Forest Ranges. 10. Linear infrastructure expansion including upgradation of existing village roads and district roads in addition to the Highways and concurrent with rapid increase in the vehicular traffic along these roads pose a major long-term threat of habitat fragmentation. Implementing ecofriendly green infrastructure by ensuring habitat permeability would be critical in the Rajaji Landscape to prevent isolation of elephant populations. Isolated elephant populations are predisposed to cause high levels of human-elephant conflict. 11. Physical barriers that separate elephants and people along the forest interface would be crucial to achieve co-existence in the landscape. Without physical barriers at strategic locations, addressing elephant conflict would be difficult. The barriers currently built by the Forest Department along the forest-agriculture interface pose no threat to habitat connectivity. Limitations and opportunities of implementing physical barriers have been elaborated in the report 12. There are 77 places of religious worship inside Rajaji Landscape that draws over 10000 pilgrims every year. Places of religious worship are located in 18 (58%) ranges of 5 (83%) Forest Divis ions in the Rajaji Landscape. While religious tourism has the potential to reinforce cultural underpinnings of nature conservation as practiced in India besides enabling public appreciation of nature, unregulated pilgrimage in wildlife habitats can pose a challenge to elephant conservation as elephants can abandon habitats with chronic biotic pressure resulting in surfacing of human-elephant conflict. Measures to minimize the threats posed by places of religious worship are deliberated. 13. Further, solutions for the sites used for Kumbh mela for festival related activities were also used extensively by elephants as detailed in the report. Hitherto, the temple committees and other religious institutions have not proactively engaged with the forest department in regulating pilgrims and maintaining the integrity of local ecology. Forest Perspective Plan co Manage Human-Elephant Conflict in Rajaji Landscape (2023 - 2033) department with lean headcount of staff cannot be expected to regulate pilgrims and their activities. Given the huge biotic imprint of places of religious workshop on wildlife habitats in Rajaji Landscape, the perspective plan favors vesting substantial responsibility and sharing of resources by committees of the religious worship to maintain the integrity of forests as envisaged by NTCA guidelines issued during 2012. 14. The indiscriminate use of forest roads and trails by tourists visiting places of religious worship poses a huge risk of fatal encounters with wildlife. The situation calls for regulating/restricting use of forest roads and trails by tourists. There are also instances of forest trails being used as roads by clearing vegetation, which need to be curtailed. 15. Finally, the perspective plan favors active dialogue, and engagement with the communities of the Van Gujjars that live alongside elephant habitats. Partnering with local communities and involving them in implementing conflict mitigation strategies would improve the efficacy of the current efforts of Uttarakhand Forest Department.

    Recovery of dugongs and their habitats in India: an integrated participatory approach : Annual progress report V (2020-21)

    National CAMPA Authority under the aegis of Endangered Species Recovery Program, Dugong Recovery Program was initiated with major objectives to a) Assess dugong population status through advanced census techniques and determine its abundance and distribution, identify critical habitats, classify threats and develop a site-specific monitoring plan to reduce poaching and incidental entanglements, b) Characterize the critical dugong habitats, reduce direct and indirect threats, c) Raise awareness on the species and encourage the participation of the local communities; and d) Enhance the capacity of the State Forest Department staff and develop/implement smart patrolling tools to improve protection enforcement; train forest staff and local communities in underwater surveys for long-term habitat monitoring. In the last five years of its implementation, an integrated participatory approach was adopted to ensure recovery of dugong populations and conservation of seagrass habitat in India

To accomplish this, the project set forth the following six objectives that addressed ecological assessment in “conservation areas” that included relatively undisturbed forest ecosystems, managed forests with current forestry interventions under a variety of harvest systems, and intervening matrix landscapes that support subsistence and related market based rural economies. Project Objectives : • Assess, document, and map the kinds, extent and distribution of plant and animal diversity in selected ”conservation areas” through rapid survey methods.• Use existing status and habitat relationships information to set up baseline habitat relationships information system. • From stand-to landscape-level perspectives, evaluate the impact of existing forestry practices and use of forest-based resources by local people, including methods of harvests and collection, fires, operation of varied concessions and rights on micro habitat elements, key habitats, species, communities, the overall forest productivity and diversity. • Rapidly assess the social and economic systems of surrounding villages in terms of varied land use and forest resource dependency, including raising and grazing of domestic livestock, other vocations, skills, economy, and markets. These will be seen in relationship to forest systems. Threats to ecological harmony and economical status of people will be documented. • Use modern ecological concepts to develop practical management tools and practices for bringing about harmony within and between forest and village systems through sustainable land use practices that make social and economic sense. Document problems and threat mitigation prescriptions, and develop site specific field guides to management. • Conduct workshops and seminars to share experiences, disseminate knowledge, and begin the process of training scientists and managers

    A Preliminary Study on the Ecology of the Leopard, Panthera pardus fiisca in the Sanjay Gandhi National Park, Maharashtra

    A preliminary study of the ecology of the leopard, Panthera pardus fusca, was done at Sanjay Gandhi National Park (SGNP) in Maharashtra. The diet of the leopard was determined by analysing leopard scats. The major prey of the leopards was found to be domestic dogs, domestic buffalos and rodents. Primates, including rhesus macaques, bonnet macaques and common langurs and cervids, comprising chital, sambar and barking deer were also preyed on. Sections of 8 dirt roads, termed as trails T1 to T8, were monitored for intensity of leopard use. An index of prey abundance, human disturbance, stalking cover and density of trees along the trails was calculated. Intensity of use of trails by leopards was not related to the measured habitat parameters of the trails. Instances of leopard-human conflict was analysed using secondary records of the Maharashtra State Forest Department from 1986 to 1996. It was found that most instances of conflict occurred in summer and monsoon seasons. Seventy eight per cent of the deaths were of children. Awareness about leopards and attitudes towards them were quantified using a questionnaire. Tribals showed a more positive attitude score than non tribals. No such difference was seen far awareness. There were no differences in awareness and attitude among literate and illiterate people. A positive correlation between awareness scores and attitude scores was found. Suggestions for the management of leopards in SGNP include the experimental augmentation of the prey base with wild caught ungulates, monitoring for domestic dog transmitted disease, avoiding reintroduction of leopards trapped on the periphery and outside the Park boundaries into the Park and monitoring far inbreeding depression by comparing the percentage of abnormal sperm in samples from male leopards in SGNP with those from a larger population of free ranging leopards elsewhere in the country.

    Review of site-specific wildlife management plan(January 2021) of North Koel Reservoir Project (Mandal Dam)

    This review consists of three parts. In the first part, largely through secondary sources, we provide a background of the North Koel Reservoir Project and information on Palamau Tiger Reserve (PTR) where the project is situated. We mention how the task of reviewing the Site-specific Wildlife Management Plan (January 2021) in lieu of diversion of 1007.29 hectares area (ha) of forest land for the project came to the Wildlife Institute of India (WII). We also describe our review objectives, methodology and approach towards the task, as well as limitations, as communicated to the Department of Forest, Environment & Climate Change, Government of Jharkhand. In the second part, we first provide general comments and observations on the plan and thereafter chapter-wise analyse and evaluate the same, with respect to our objectives and based on relevant guidelines framed and circulated by the office of the Principal Chief Conservator of Forests (Wildlife) and Chief Wildlife Warden (CWLW), Government of Jharkhand in this regard in 2015. We provide detailed observations and suggestions towards strengthening each chapter. We then mention details of our field visit including our learnings and insights gained from interactions with different stakeholders. In the third and concluding part, we provide recommendations towards improving the plan to benefit inhabiting wildlife and ecosystems in and around the project site and in its impact zone, as well as PTR as a whole. The second and third parts, thus, contain primary inputs in the form of actionable comments and suggestions from WII. We recommend a multi-seasonal year-long biodiversity assessment in the project impact zone. We also suggest exercising caution and applying scientific rationale in the use of barriers to reduce negative human-wildlife interactions and/ or to limit illegal activities. We also recommend setting aside budget towards empowering ecodevelopment committees in various management and conservation activities; upgrading facilities, providing training, equipment and field gear, and welfare for frontline staff (both temporary and permanent); and a comprehensive research program for PTR. We recommend drawing up detailed plans for ecotourism in PTR, providing alternative livelihood opportunities for the local indigenous population, habitat creation and habitat management towards wild herbivores’ population augmentation etc to enable further scrutiny of such plans, among other suggested interventions.     Identifying delineating and mapping areas with high conservation values and developing management recommendatons/plans for SECURE Himalaya landscapes in Himachal Pradesh

    High Conservation Value Areas (HCVAs) is an emerging concept used to identify important areas based on a variety of parameters including biodiversity, landscape context, threatened or endangered ecosystems, provisioning of basic ecosystem services, and dependence of local communities. The assignment aims to Identify High Conservation Value (HCV) categories of areas in the project landscape of Himachal Pradesh, delineate their boundaries and map them, and suggest relevant recommendations with respect to the potential threats prevalent in the areas, specific for each HCV category. The Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India along with UNDP has implemented a GEF funded project: SECURE Himalaya (Securing livelihoods, conservation, sustainable use and restoration of high range Himalayan ecosystems). The project aims to promote sustainable land management in alpine pastures and forests in Indian Himalayan ecosystems for conservation of snow leopard and other endangered species and their habitats and sustaining ecosystem services. The project SECURE Himalayas would be implemented over a period of six years in the high-altitude trans-Himalayan region, which covers an area of about 184,823 km2 representing 5.62 percent of the total geographic area of the country. The selected landscape for the project is Lahaul-Pangi & Kinnaur Landscape in Himachal Pradesh. The Himalayan ecosystem in India is of critical importance for its immense biological, sociocultural, and hydrological values. The biodiversity and ecosystems that it harbours form an important life-support system for a large number of agro-pastoral communities that depend on it. However, these natural ecosystems are under severe threat from high dependence of local communities on natural resources. The major threats as identified in the landscape are intensive grazing of the pasturelands by domestic livestock, inter-specific competition between wild ungulates and domestic livestock, human-wildlife conflict resulting in crop destruction and depredation of livestock, over-harvesting and illegal extraction of medicinal and aromatic plants by intruders, over-exploitation of natural resources and uncontrolled conventional tourism interfering with the fragile ecosystems and the wildlife of the area. The current assignment identifies and delineate the potential high conservation value areas in the landscape through a knowledge-based approach i.e. data compilation, remote sensing & GIS approach, and ground truthing. The information is presented through the appreciation and understanding of the study sites by short-listing of areas of high conservation value and their management regimes. We reviewed 101 documents (74 peer reviewed and 27 unpublished) pertaining to the subject, and concept of high conservation value forests. Remote sensing and GIS data was used to generate various layers like digital elevation model (DEM), land-use land cover (LULC), drainage network, road network, protected areas network, distribution, occupancy maps of species, forest cover, slope and maps of villages in the landscape in concern. With the help of the secondary data and various GIS layers, potential high conservation value areas were identified and mapped in the remote sensing and GIS environment. Through ‘ground truthing’ of the available data and stakeholder consultations followed by field visits to the potential areas, 28 villages were visited, 13 in Lahaul and 15 in Pangi valley. Village level meetings were organized and data were collected using semi-structured open-ended questionnaire, for validation of potential high conservation value areas (HCVAs). Key informants were identified and interviewed for further validation and verification for HCVAs. A presence survey was conducted in the landscape to understand mammalian species distribution by using a combination of direct and indirect methods. Direct methods were based on visualencounters of animals whereas indirect methods relied on quantification of indirect evidences such as animal feces (pellet groups, scats, droppings), tracks (pug marks, hoof marks, scrapes) and other signs (feeding/ digging). Since all the areas surveyed were located at higher altitudes on steep and uneven terrain, the trails in the forests and alpine regions were surveyed. A total of 79 trails (1 km each), were surveyed, 25 in Lahaul, and 54 in Pangi. A total of 17 areas with high potential for conservation were identified in the entire landscape, 11 in Lahaul valley, namely, Miar valley, Naingar & Neelkanth lake, Billing-Istingri, Darcha-Jispa, Koksar, Kuruched, Hadsar, Chandratal lake, Mrikula Mata temple, Trilokinath temple, Kardang monastery; and 6 areas in Pangi, Sural Bhatori & Sural Gompa, Hudan bhatori, Kadu nallah, Sechu Tuan, Luj and Mindhal. Consequent upon these consultations and ground verification, biodiversity values and associated threats to these biodiversity values have been identified for each of the short-listed area of high conservation value and relevant recommendations prepared. It is proposed that in order to conserve the integrity of each HCVA type the status of the land in concern needs to be ascertained. The key recommendations towards this end include- 1) Demarcation of critical areas within the short-listed areas of high conservation values to serve as important livelihood source for herder communities; 2) Integrated pastureland management regimes to reduce the pressure on the pastures, and provide some time for restoration; 3) Anti-predatory livestock management through fences and other barriers, human-accompanied herding of livestock to reduce livestock losses is recommended; also, the strategies suggested by the SECURE-HWC (human-wildlife conflict) project in Lahaul-Pangi landscape, shall be followed. 4) Enhanced training to the key stakeholders concerning the extraction, harvesting and sustainable use of medicinal and aromatic plants; 5) Enhanced collaboration between the enforcement agencies (like the forest department and security forces) for improved surveillance to identify, monitor and prevent illegal activities. 6) Policy harmonization for potential HCVAs in the form of recognizing such areas as Community Conservation Reserve, Biodiversity Heritage Sites or Medicinal Plant Conservation and Development Areas.
